New limits for urea in agriculture will come into force in January 2028

They will primarily affect Piedmont, Lombardy, Veneto, and Emilia-Romagna. These restrictions are set out in the National Plan for the Improvement of Air Quality and are intended to bring the agricultural sector into line with European targets for greenhouse gas and ammonia emissions.
Unfortunately, under the former, urea accounts for only 1% and 3% of the entire agricultural sector, equal to 0% and 1% of the national total. As for ammonia, the release of this pollutant into the atmosphere can be minimized through appropriate agronomic practices, such as post-application burial, but also through coating polymers and urease inhibitors.
Therefore, the environment will benefit little from this regulatory scaffold, while farmers will see the costs of plant nutrition skyrocket.
